Would you recommend the Rotman PhD to up-and-coming academics?
Rotman has spent a lot of time and resources on building up the PhD program over the period when I was there (2002-2007), and they genuinely want PhD students to succeed. That said, any PhD program is primarily a function of the energy you personally invest in it, so in considering Rotman, the question you really need to ask yourself is: am I willing to commit and do the work necessary to succeed?
