SYNOPSIS: Canadians complain about their telecommunications prices almost as much as they complain about the weather – are they right and is the regulatory process to blame? Do we need more regulations or less or just different rules?  What lessons can we learn about regulatory reform from the Canadian experience of the last 40 years and from experiences in other countries?
