Synopsis: Digital and virtual health are now core parts of healthcare delivery systems.  They are no longer an adjunct modality. How and where should they be regulated by and supported by governments? And at what level?  Join us for a candid discussion with four leading experts in this realm. 

About our Speakers:

Dr. Ed M. Brown, Advisor, Canada Health Infoway
Dr Brown is currently an advisor for Canada Health Infoway, a federal agency focused on advancing connected care to improve patient outcomes, clinician experience and health system performance. Prior to this role, he was founder and Chief Executive Officer of the Ontario Telemedicine Network (OTN), one of the largest and most active integrated virtual care networks in the world. While at OTN, Dr. Brown conceived and led the implementation of numerous landmark health care transformations, and helped many providers and international governments develop their virtual care programs.  Dr. Brown began his medical career as an emergency physician. He is currently a Senior Innovation Fellow at the Women’s College Hospital Institute for Health Innovation and Virtual Care, and an Adjunct Professor at the University of Toronto Institute of Health Policy, Management and Evaluation. 

Michael Dingle, Senior Advisor, Telus Ventures
Michael’s career has been at the intersection of transactions, technology, and healthcare. Most recently, Michael was COO of TELUS Health and oversaw the close and integration of the $2.9B TELUS acquisition of Lifeworks by TELUS Health. Prior to TELUS, Michael was a Partner in the Advisory practice at PwC leading merger & acquisition efforts in the healthcare industry. Michael also served as the firm’s Chief Product & Technology Officer. Prior to PwC Michael was the President & CEO of Medeo, Canada’s first direct-to-patient virtual care provider in the country. The business was sold to QHR (now owned Shoppers Drug Mart) and Michael served as SVP Operations of QHR after the acquisition. Driven by a passion for innovating in established industries through technology, Michael has a track record of leading teams executing on ambitious strategies. Outside of work, Michael volunteers his time supporting not-for-profit organizations that focus on education, youth development, youth sport, and entrepreneurship for women. In his spare time, Michael and his wife Jennifer can be found on the ski hill, golf course, tennis courts or on the sidelines of a game with their two boys. Michael graduated from McGill University in 1993.

Joyce Drohan, Chief Technology Officer, Ontario Government
Joyce Drohan is the Chief Technology Officer for the Ontario Government.  Joyce is a visionary leader with experience in technology strategic planning and implementation, with extensive experience leading large-scale transformation, most recently at Sanofi where she was the Global Chief Data Officer. Joyce has a unique background in corporate strategy, innovation, and exponential technologies has supported her in successfully delivering national and international initiatives for private and public sectors across multiple industry sectors (e.g., natural resources, financial services, telecommunications, and healthcare). Joyce brings executive leadership experience in a multi-stakeholder environment, previously holding roles as a Partner at Deloitte and PwC as well as senior executive at the UK Government. Joyce actively promotes a partnering culture with stakeholders internally and across the tech ecosystem to further advance a service and data-oriented culture across IT while leveraging innovation across Ontario. 

Jennifer Zelmer, President & CEO, Healthcare Excellence Canada
Jennifer Zelmer is the inaugural President and CEO of Healthcare Excellence Canada, the new organization formed in 2020 through the amalgamation of the Canadian Foundation for Healthcare Improvement and Canadian Patient Safety Institute to achieve safer, higher quality and more coordinated patient-partnered healthcare. Jennifer's long-standing commitment to improving healthcare quality and safety, as well as expertise in spreading and scaling innovations that deliver better outcomes, will help to create this new organization with an expanded capacity to improve healthcare for everyone in Canada. Jennifer previously joined CFHI as its President and CEO in September 2018. She has been a C.D. Howe Research Fellow for several years and is also an adjunct faculty member at the University of Victoria, as well as a member of several health-related advisory committees and boards. Previously, as President of Azimuth Health Group, Dr. Zelmer was a strategic advisor to leaders who sought to advance health and healthcare at local, national, and international levels. Before that, she held senior leadership positions with Canada Health Infoway, the International Health Terminology Standards Development Organization, and the Canadian Institute for Health Information. Jennifer served on the first (2004) Safer Healthcare Now! National Steering Committee convened by CPSI when she was at CIHI. She also served on CPSI's former Health System Innovation Advisory Committee, and more recently, Jennifer served on the National Patient Safety Consortium Steering Committee during her time at Infoway.  Dr. Zelmer received her PhD and MA in economics from McMaster University and her B.Sc. in health information science from the University of Victoria. 


Moderator and Host: Will Falk has spent over 25 years as a strategist and advisor in New York and Toronto, advising top academic centres, governments, and innovative companies in healthcare. Currently he is an Executive-in-Residence at the Rotman School of Management at the University of Toronto and a Senior Fellow at the CD Howe Institute. Mr. Falk is interested in the impacts of technological change on health systems and their governance and payment mechanisms. He works with several innovative enterprises on digital health and software development including as an Innovation Fellow at Women’s College Hospital Institute for Health System Solutions and Virtual Care. He has been a Board Director or Advisor for more than a dozen enterprises including local and national charities, startups, health systems and publicly listed companies. Will received his B.Sc. from the University of Toronto (Trinity College) and an M.P.P.M. from Yale University’s School of Management where he was later a Visiting Research Fellow.
